Skyrim:A Jarl's Justice

Summary

After speaking with Isran, you will be sent to inform a random jarl of a vampire threat within their court. The jarl will note the seriousness of your allegation, and ask for evidence. This can be obtained by pickpocketing the Visiting Advisor, who can usually be found in the main court room of the jarl's hall, for his orders. Note that if your pickpocket attempt fails he will attack you, often leading to confrontation with nearby NPCs and likely death. This method is particularly effective when you are a Thane of the relevant hold, as you will then be able to tell the guards to disregard your crime.

The quest involves political intrigue and stealth, with potential for chaos and betrayal if pickpocketing fails. It has elements of heroism in addressing a vampire threat.
