Summary

Go to Stonehills and speak to Pactur inside Sorli's House. Ask him if he owns the mine, then continue the conversation until he asks you to take a message to Bryling. It doesn't matter what choices you make in the preceding conversation, all of them lead to Pactur asking to deliver the message:

The quest is a straightforward delivery task with a gold reward, showing moderate greed. It involves minimal roleplay dimensions and has no significant impact on factions or morality.
